Syria forces retake Damascus suburbs; showdown at U.N. (Reuters)

AMMAN/UNITED NATIONS (Reuters) ? Syrian government forces reasserted control of Damascus suburbs on Tuesday after beating back rebels at the capital's gates, ahead of a push at the United Nations for a resolution calling for President Bashar al-Assad to give up powers.

Western and Arab diplomats descended on U.N. headquarters to back a Security Council resolution that would endorse an Arab League call for Assad to delegate powers to his deputy and defuse a 10-month uprising against his family's dynastic rule.

Arab League Secretary-General Nabil Elaraby urged the council to take "rapid and decisive action," while Qatari Prime Minister Sheikh Hamad bin Jassim warned the 15-nation body that Syria's "killing machine is still at work.

Eleraby made clear that Arab nations are trying to avoid foreign intervention in the Syrian crisis.

The Arab leaders will make the case for the bloc's plan, with U.S. Secretary of State Hillary Clinton, French Foreign Minister Alain Juppe and Britain's William Hague presenting a united western front.

The fate of the resolution depends on whether the Arabs and Western states can get Russia - long Assad's ally - to abstain rather than veto it.

Diplomats have been haggling for days to find a text Moscow will not block, with a main sticking point being the degree to which it expresses support for the Arab plan for Assad to give up powers, U.N. diplomats said under condition of anonymity.

Russia opposes a resolution explicitly backing Arab League calls for Assad to step aside, or which does not rule out the use of force to push him out.

"The Western draft Security Council resolution on Syria will not lead to a search for compromise," Interfax quoted Deputy Foreign Minister Gennady Gatilov as saying. "Pushing it is a path to civil war."

British Prime Minister David Cameron told parliament: "What ... the foreign secretary is doing today with colleagues at the U.N. Security Council is trying to build the strongest possible resolution and say to the Russians: 'Really, if you go on vetoing or preventing these motions, you are going to be completely outside, not just world public opinion, but the very, very clear, expressed opinion of the Arab League themselves.'"

BATTLEFRONT

On the battlefront, activists in eastern districts of Damascus said troops fired in the air as they advanced beyond areas from which the defector Free Syrian Army withdrew, capping three days of fighting activists said killed at least 100 people. Tanks also swarmed into the area.

"The suburbs are under an unannounced curfew. A small grocery shop opened this morning and soldiers came and beat the owner and forced him to shut down," said an activist in the Ain Tarma neighborhood on Tuesday.

Others said residents of some eastern districts were allowed to flee their neighborhoods in vehicles by advancing troops, but that security forces in the district of Irbin had rounded up young men at gunpoint and detained them.

Events on the ground are difficult to confirm as the Syrian government restricts most access by journalists.

Activist groups said 25 people were killed on Monday in Damascus suburbs and dozens more died in other parts of the country, mostly in raids in and around the central city of Homs, which has seen some of the heaviest attacks by Assad's forces.

NEW PHASE

The uprising against Assad - one of the most violent revolts of the "Arab Spring" - has entered a new phase in recent weeks, with an insurgency whose leadership is based in Turkey daring to show its face at the outskirts of the capital.

A last-ditch bid by Moscow to broker talks between Assad's government and rebels foundered when the opposition refused to attend, citing the continued killing, torture and imprisonment of the president's opponents.

Washington says countries need to accept that Assad's rule is doomed and stop shielding him in the Security Council.

"I do not see how he can sustain his rule of Syria," U.S. Director of National Intelligence James Clapper said on Tuesday.

A draft of the U.N. Security Council resolution obtained by Reuters emphasizes "the need to resolve the current crisis in Syria peacefully" and neither authorizes the use of force against Assad nor explicitly bars it.

A key sticking point is language in the draft that "fully supports" the Arab plan, U.N. diplomats said. European delegations were prepared to dilute that language to win over Moscow, while Arab and U.S. delegates were less inclined to compromise, the diplomats said.

One of Russia's leading defense and security think-tanks, CAST, said Moscow could lose billions of dollars in military contracts with Assad if he is pushed aside. Assad's Syria is one of Russia's last allies in the region.

China is expected to join Russia in either vetoing the draft or abstaining to let it pass. So far Moscow has shown little sign of agreeing to allow the resolution, but some Western diplomats say they still hope Moscow will not block it.

U.N. Secretary-General Ban Ki-moon called for consensus among the Council to stop the bloodshed, saying: "Every day tens of people are killed ... It is crucially important for the Security Council to act on this."

Syria is the main Arab ally of non-Arab Iran, which has often put Assad at odds with other Arab leaders.

"America's plan for Syria is evident and unfortunately some foreign and regional countries take part in America's plans," Iran's IRNA news agency quoted Supreme Leader Ayatollah Ali Khamenei as saying on Tuesday.

REBELS SHOW FACE IN CAPITAL

Assad's forces appear to have decisively beaten back an attempt by the opposition to assert themselves near Damascus.

An activist said armed defectors mounted scattered attacks on government troops who advanced through the district of Saqba, held by rebels just days earlier.

Rebel forays near the capital follow a negotiated victory in Zabadani - a town of 40,000 in mountains near the border with Lebanon - where government forces pulled back under a ceasefire.

Some rebel commanders have spoken of creating "liberated" territories to force diplomatic action.

Outside the capital, an explosion set fire to a crude oil pipeline feeding an oil refinery in the city of Homs, residents said. A tall plume of smoke rose from the pipeline in farmland east of the refinery, one of two in the country.

Amour-backed troops entered al-Adawiya district in Homs, driving out Free Syrian Army rebels. Residents said tank bombardment and gunfire could be heard across the city in one of the heaviest barrages in weeks, and activists reporting dozens of casualties and field hospitals full of wounded.

The United Nations said in December more than 5,000 people had been killed in the protests and crackdown. Syria says more than 2,000 security force members have been killed by militants.

Peru: 27 killed in fire at rehabilitation center (AP)

LIMA, Peru ? A fire swept through a two-story private rehabilitation center for addicts in a poor part of Peru's capital Saturday, killing 27 people and critically injuring five as firefighters punched holes through walls to rescue residents locked inside.

The "Christ is Love" center for drug and alcohol addicts was unlicensed and overcrowded and its residents were apparently kept inside "like prisoners," Health Minister Alberto Tejada told The Associated Press.

Authorities said 26 people died at the scene, and prosecutors spokesman Raul Sanchez said Saturday night that one of six men hospitalized in critical condition died later.

Peru's fire chief, Antonio Zavala, said most of the victims died of asphyxiation. All the victims appeared to be male.

The local police chief, Clever Zegarra, said the cause of the 9 a.m. fire was under investigation.

"There has been talk of the burning of an object, of a mattress, but also of a fight that resulted in a fire. All of this is speculation," he told the AP. "I've been here at the scene from morning to evening but for the moment the exact cause of the fire is not known."

One resident of the center on a narrow dead-end street in Lima's teeming San Juan de Lurigancho district said he was eating breakfast on the second floor of the center when he saw flames coming from the first floor, where the blaze apparently began.

Gianfranco Huerta told local RPP news radio station that he leaped from a window to safety.

"The doors were locked; there was no way to get out," he told the station.

AP journalists at scene said all the windows of the building they were able to see were barred. Journalists were not allowed inside as police cordoned off the block. By early afternoon, all the dead had been removed from the center.

Most of the bodies seen by reporters were shirtless, their faces blackened. Many were also shoeless.

"This rehabilitation center wasn't authorized. It was a house that they had taken over ... for patients with addictions and they had the habit of leaving people locked up with no medical supervision," Tejada, the health minister, said.

Authorities said they did not know how many people were inside the center at the time of the fire. They said they were looking for the center's owners and staff, some of whom apparently fled the scene.

The local police chief, Zegarra, identified the owner as Raul Garcia.

Zoila Chea, an aunt of one victim, said families paid Garcia $37 to treat an addicted relative and $15 a week thereafter.

She said that neighbors had constantly complained about the center and that it had been closed twice by authorities.

Chea, 45, said relatives were prohibited from seeing interned patients during the first three months of treatment, which she added consisted mainly of reading the Bible.

Her nephew, Luis Chea, was at the center for a month, she said.

Zavala, the national fire chief, said the blaze was of "Dantesque proportions." Firefighters had to punch a hole through a wall with an adjoining building to help people trapped inside the rehabilitation center.

"We've had to use electric saws to cut through the metal bars of the doors to be able to work," Zavala said.

Relatives of residents of the center gathered near the building weeping and seeking word of their loved ones. As the day wore on, nearby sidewalks filled with relatives mourning and trying to console one another.

One of them was Maria Benitez, aunt of 18-year-old Carlos Benitez, who she said was being treated at the center.

"I want to know if he is OK or not," she told ATV television.

Sonnen earns his rematch against Silva, grinds out win over Bisping at UFC on Fox 2

CHICAGO -- It was a rough 15 minutes, but Chael Sonnen did enough to get the fight he's coveted for 17 months.

The middleweight title contender locked up a shot against UFC 185-pound champ Anderson Silva with a surprisingly tough win over Michael Bisping. In a fight, that appeared to be a toss-up for some, Sonnen took a unanimous decision, 30-27, 29-28 and 29-28, in the co-main event of the UFC on Fox 2 card at the United Center.

Sonnen's win sets up an intriguing scenario.

UFC president Dana White guaranteed the winner of tonight's tilt a shot at Silva. The champ has been sidelined since August and the promotion is pointing towards a summer return. But Silva recently hinted that he may be out beyond the summer.

Sonnen has done everything he can to call out the champ. Tonight, he made the wise decision of not poking Silva. Instead, he delivered a hilarious speech talking about his own greatness.

He was good, not great tonight, but much of that had to do with the opponent. Bisping rubs plenty of fans and media members the wrong way and, as a result, he's a bit underrated. The common thought was that the Brit would get eaten alive by Sonnen's Olympic level wrestling, but that didn't happen in the first two rounds.

Sonnen scored two takedowns in the first, but Bisping got to his feet in less than 25 seconds on both occasions. He also stuffed three other takedown attempts. In the second, Sonnen scored a takedown with 2:58 left. Bisping was up a minute later and took minimal damage. The Brit was effective in the striking game, landing a few good combinations, but nothing really rocked the hard-charging American.

Joe Rogan was convinced Bisping had won the first two rounds. That wasn't the case on the judges' scorecard, but two of them did have things 19-19. Sonnen did what he needed to in the final round. He scored a big takedown and really dominated the position for over three minutes.

Sonnen scored that takedown just 12 seconds into the round. Bisping defended well for the next minute but got a little impatient as he was just about to rise to his feet. Bisping gave us back standing and Sonnen squashed him. Then he did a brilliant job of getting both hooks in and rolling to dominant position on the ground. He worked to lock on a rear-naked, but it didn't happen. Bisping was protecting from the choke, lost his focus and allowed Sonnen to roll the position into the mount with 2:31 left. With 1:31 left, Bisping hip escaped to full guard. Bisping eventually got to his feet with less than 20 seconds left and scored a takedown of his own. He even landed a few big elbows, but it was too little, too late.

Now the question is when will the fight everyone wants - Sonnen vs. Silva - actually go down. Sonnen turned up the heat in recent weeks, plainly stating that he'll never get to fight Silva because the champ won't accept the fight.

"I'm not going to fight Anderson either way. They can say whatever they want. Anderson is never going to do that fight," Sonnen told "The MMA Insiders" show on Las Vegas' ESPN1100/98.9 FM. "I hope he's healthy and has a good life, but I'm not buying into this mythical world that Anderson is going to some day sign a contract to fight me."

Silva beat Sonnen at UFC 117 via fifth-round submission, but that was after getting dominated for 23 minutes. He's had to hear about it ever since. This is a chance to shut Sonnen's mouth and likely do it in front of a record-sized crowd in Brazil. Why would he pass on the opportunity?

MILAN (AP) -Lazio defender Andre Dias has been banned for three Italian Cup matches for taking a swipe at the head of AC Milan midfielder Mark van Bommel.

The referee missed the incident during the second half of Milan's 3-1 quarterfinal win on Thursday, even though Van Bommel ended up on the ground.

The league judge also banned Inter Milan coach Claudio Ranieri for one match for insulting the referee during a 2-0 loss to Napoli on Wednesday.

Since Lazio and Inter have already been eliminated, Dias and Ranieri will serve out their bans next season.

Milan faces Juventus in one semifinal, and Napoli meets Siena in the other.

PARIS (AP) ? British actress Kate Winslet is to receive an honorary award next month from organizers of the French equivalent of the Academy Awards.

The versatile 36-year-old now on French screens in Roman Polanski's clashing-couples film "Carnage" will receive the honorary Cesar at the ceremony on Feb. 24.

France's Academy of Cinematic Arts and Techniques presented nominations for the 37th Cesar Awards ceremony on Friday.

Child-protection drama "Polisse" led with 13 nominations, while silent, black-and-white film "The Artist" garnered 11.

France's National Cinematic Center has said French movie theaters sold 211 million tickets last year ? a 45-year high, and a 4-percent increase from 2010.

Whatever capabilities you associate with ink jet printers, odds are you're in for a surprise with the HP Officejet Pro 8100 ePrinter ($149.99 direct).? The one point that should match your expectations is the low initial cost.? Beyond that, it's faster than many inexpensive color lasers, offers better paper handling than many, and prints at a lower cost per page.? The combination makes it one of the few inkjets that can go head to head (or toe to toe) with a color laser and wind up as the better choice for a micro or small office or busy home office.? That's enough to make it an Editors' Choice as well.

The 8100 is basically the Editors' Choice HP Officejet Pro 8600 Plus e-All-in-One ($299.99 direct, 4.5 stars) without the MFP features.? More significantly, it's also directly competitive with the Editors' Choice Epson WorkForce Pro WP-4020 ($149.99 direct, 4.5 stars), with similar print speed and output quality.? The 8100 and WP-4020 are so close in capability, in fact, that we can't in all good conscience pick one as the definitively preferred choice over the other.? Both are equally impressive, and the best choice for you will depend on relatively minor issues.

The difference in paper handling is a good example.? Both printers come with a 250-sheet tray and built in duplexing, but the WP-4020 adds a second tray for another 80 sheets, giving it a higher capacity.? On the other hand the 8100 offers a second 250-sheet tray as an option ($79.99 direct), giving you the potential for a higher capacity still.? Which printer gets the nod for better paper handling depends on whether you need a second tray, and?if so?whether an 80-sheet tray will be sufficient. ?

Most other differences are similarly subtle.? The WP-2040 offers slightly better image quality, for example, while the 8100 offers slightly better speed.? In both cases, though, the key word is slightly.

Basics, Setup, and Speed
As you might guess from its paper capacity, the 8100 is pretty hefty for an inkjet, at 24.2 pounds.? Assuming you have enough flat space for its 19.5 by 18.9 inch footprint, however, setup is standard fare.? For my tests I connected it to a wired network and installed the drivers on a Windows Vista system.? You can also connect by WiFi?or USB of course.?

In addition, the printer supports Apple AirPrint for printing from iThings over WiFi and HP ePrint for printing through the cloud.? HP ePrint assigns the printer an email address so you can print from anywhere, and from any device with email, by sending it the documents to print as attachments to email messages.?

HP Officejet Pro 8100 ePrinter

Not too surprisingly, considering its relationship to the 8600 Plus, the 8100 turned in equally impressive, and nearly identical, results for speed.? I timed it on our business applications suite (using QualityLogic's hardware and software for timing) at 5.9 effective pages per minute (ppm).? That's tied with the 8600 Plus and also essentially tied with the Epson WP-4020 at 5.6 ppm. ?More notably, the 8100 is faster than the laser-class Editors' Choice Dell 1350cnw Color LED Printer ($299 direct, 4 stars), at 4.9 ppm.? It also did reasonably well for photo speed, averaging 55 seconds for a 4 by 6.

Output Quality and Other Issues
The 8100?s output quality isn't as impressive as its speed, but it's good enough across the board so that it doesn't lose any points for quality.? As with the 8600 Plus, the text is suitable for almost any business use, as long as you don't have an unusual need for small fonts.? The text is also water resistant, smudging very little when I rubbed it with a wet tissue.

Graphics quality is easily good enough for any internal business need.? I saw some slight banding in full-page graphics, but depending on your level of perfectionism, you might even consider it good enough for, say, PowerPoint handouts.? Photos were easily a match for what you'd expect from drugstore prints, making them more than good enough for any business need.?

One last important strong point is the low claimed running cost, at 1.6 cents per black and white page and 7.2 cents per color page.? That's a lot less expensive than most competitive ink jets or lasers.? It's also a match for the WP-4020 for black and white pages, and a half-cent savings per color page.

As should be obvious, if you're thinking about buying a low-end color laser, you should be seriously considering the HP Officejet Pro 8100 ePrinter?and also the Epson WP-4020?as alternatives.? Not only are both printers a lot cheaper to buy than comparable lasers, they're cheaper to run and faster too.? Between the two of them, you may find a feature in one or the other that makes it the better choice for your office, but they're so closely matched that most people could pick either one and not be disappointed.? Like the WP-4020, the HP Officejet Pro 8100 ePrinter is an impressive option for a small or micro office, and equally convincing as Editors' Choice.

Egypt plans to send delegation to U.S. as NGO furor mounts (Reuters)

WASHINGTON (Reuters) ? A Egyptian military team plans to visit the United States next week as Cairo's crackdown on pro-democracy organizations has called into question the future of U.S. aid to Egypt, American officials said on Friday.

The Egyptian delegation hopes to meet with officials at the State Department and the Pentagon. It will also hold talks on Capitol Hill, where lawmakers will soon consider a new request for aid to Egypt's military, which now runs about $1.3 billion per year, one official said, speaking on condition of anonymity.

The Egyptian visit comes after Egypt's military-led authorities pounced on non-governmental organizations, including several funded by the U.S. government, and slapped travel bans on six American staffers including a son of U.S. Transportation Secretary Ray LaHood, a former congressman.

Political analysts say the crackdown, along with questions over Egypt's emergency law and security forces' treatment of women protesters, has clouded the outlook for Egypt's fledgling democracy following last year's overthrow of Hosni Mubarak.

State Department spokeswoman Victoria Nuland said American officials were pressing Egyptian authorities the crackdown, which she described as "bizarre." The Americans have demanded that Egypt lift travel restrictions placed on a number of foreign NGO staffers.

"We do not have progress since yesterday, I am sorry to report," Nuland said.

The six U.S. citizens work with the National Democratic Institute and International Republican Institute. Both receive U.S. public funding and are loosely affiliated with the two major political parties in Washington.

"The assertions of the Egyptian government in these cases are that they are subject to a judicial process which is not complete," Nuland said. "Our message back is, 'Complete these formalities and let our people travel as soon as possible.'"

HIGH TENSION

Officials said a detailed Washington schedule for the Egyptian visit was still being worked out, adding that it was a regular staff delegation that was coming at a moment of high tension in the U.S.-Egypt relationship.

Other political sources said the Egyptians were expected to discuss the NGO issue on Capitol Hill, where a number of senators have warned the Egyptians that U.S. aid was at stake if action against the NGOs continues.

"Continued restriction of their activities and harassment of international and Egyptian staff will be looked at with great concern, particularly in light of Egypt's considerable U.S. assistance," 11 senators said in a letter to Egyptian Field Marshall Hussein Tantawi dated January 18.

President Barack Obama spoke with Tantawi on January 20 and stressed the importance of the NGOs, as well as Egypt's deteriorating economic situation and its request for $3.2 billion in support from the International Monetary Fund.

The Obama administration is finalizing its budget for the 2013 fiscal year, which will be presented on February 13 and is expected to include continued assistance for Egypt's military.

Lawmakers imposed conditions on the U.S. assistance given in 2012, requiring Secretary of State Hillary Clinton to certify that the Egyptian government is supporting the transition to a civilian government. That includes holding free and fair elections and implementing policies to protect freedom of expression, association, and religion, and due process of law.

Clinton can waive this if it is in U.S. national security interests, but must notify Congress that she has done so.

"Those are decisions that are going to have to be made later on in the winter and spring," Nuland said. "These are points that we're obviously making clear to the Egyptians."

SEOUL, South Korea ? South Korea's Defense Ministry says its marines are conducting live-fire drills from a front-line island that was shelled by North Korea in 2010.

A ministry official says the drills are occurring Thursday at Yeonpyeong Island near the disputed sea border.

The official says the drills are routine firing exercises and there haven't been any suspicious activities by North Korea's military. He spoke on condition of anonymity, citing department rules.

Similar drills in 2010 triggered a North Korean artillery bombardment that killed four South Koreans.

The official says the artillery drills are the first at Yeonpyeong since North Korean leader Kim Jong Il died last month.

He says marines are holding similar drills from nearby Baengnyeong Island.

France brings Armenian genocide bill one step closer to law

The French Senate today approved a controversial bill making it a crime to deny the Armenian genocide in what many see as a political ploy ahead of elections this spring.

France poked Turkey in the eye last night by approving a new "genocide denial" bill, then this morning urged Turkey to ?remain calm.?

But Turkish reaction was not especially calm.

After the French Senate voted in the late hours Monday to criminalize a denial of the 1915 Armenian genocide ? punishable with a year in jail and a $58,000 fine ? Turkey?s ambassador to France said he will leave.

Prime Minister Recep Tayyip Erdogan today called the new law ?discriminatory? and ?racist? and a ?massacre of free expression,? and pointed out that French President Nicolas Sarkozy?s ancestors had once sought refuge in Turkey.

Something?s definitely out of whack in this diplomatic fallout. But it isn?t entirely Turkey?s inability to face its Ottoman past, which includes the killing or deporting of some 750,000 to 1.5 million Armenians during World War I.

Even French Foreign Minister Alain Juppe, a member of the ruling party, thinks the new French law is a bad idea and ?ill-timed.?

?I?m sure we?ll find again a constructive relationship,? Mr. Juppe told French TV. ?I put out my hand and I hope it will be shaken one day.?

In fact, there are actual reasons why Turkey might see fit to remain calm, as Juppe urges. This law really isn?t about Turkey. It?s French politics.

Turkish leaders take the genocide law as a matter of national dishonor and high principles, and point to French slaughters in Algeria, and speak of rights, including of independent thought, that France champions. It is highly emotional.

Yet in France the new genocide law is seen with considerable cynicism, and with little emotion or much regard. It comes just ahead of national elections this spring. Along with its slightly craven appeal to the hundreds of thousands of French-Armenian voters, for whom the issue has always been a defining one, the law also gives President Sarkozy a way to remind conservatives that he?s against a Muslim country joining Europe.

Mr. Sarkozy has a problem with a poll-surging Marine Le Pen of the far-right National Front, who accuses him of overseeing an ?Islamization? of France.

The bill is "not entirely free of ulterior electoral motives considering that there is a 500,000-strong French Armenian community in France," as the French daily Liberation put it.

French politicos have portrayed their new legal concoction as part of a long, historic fight against a ?poisonous denial? by the human race of various mass murders.

Solar storm forces Delta, United to divert flights

Solar storm: Delta Air Lines and United Airlines diverted flights over the poles to prevent loss of communications. This is the biggest solar storm in six years, says NASA.

Delta Air Lines was diverting some flights on polar routes between Detroit and Asia to avoid disruptions to aircraft communications by a strong solar radiation storm, the airline said on Tuesday.

The storm, considered the strongest since 2005, has caused minor disruptions for U.S. airlines, and Delta said it altered routes for "a handful" of flights, and that the changes were adding about 15 minutes to travel times.

"We are undergoing a series of solar bursts in the sky that are impacting the northern side of the world," Delta spokesman Anthony Black said.

"It can impact your ability to communicate," he said. "So, basically, the polar routes are being flown further south than normal."

United Airlines spokesman Mike Trevino said the carrier diverted one flight on Monday because of the storm, but none on Tuesday.

American Airlines reported no operational impact due to solar flares but that it is monitoring the atmosphere, spokesman Ed Martelle said.

The National Oceanic and Atmospheric Administration said in a press release on Monday that it had issued a watch on Sunday for "a geomagnetic storm associated with a bright flare on the sun."

France passes genocide law, faces Turkish reprisals (Reuters)

PARIS (Reuters) ? France approved on Monday a bill making it illegal to deny the mass killing of Armenians by Ottoman Turks nearly a century ago was genocide, sparking angry retaliation from Turkey which threatened a "total rupture" of diplomatic ties.

Lawmakers in the upper house (Senate) voted 127 to 86 in favor of the draft law outlawing genocide denial after almost six hours of debate. The lower house had backed it in December, prompting Ankara to cancel all economic, political and military meetings with Paris and recall its ambassador for consultations.

The bill had been made more general so that it outlawed the denial of any genocide, partly in the hope of appeasing the Turks. But Ankara condemned the bill's approval and said it would take permanent steps against France, a NATO ally.

The bill now goes to President Nicolas Sarkozy to be ratified. Turkey says the bill is a bid by Sarkozy to win the votes of 500,000 ethnic Armenians in France in the two-round presidential vote on April 22 and May 6.

"Turkey is committed to taking all the necessary steps against this unjust disposition which reduces basic human values and public conscience to nothing," Turkey's Foreign Ministry said in a statement.

The Turkish ambassador in Paris, Tahsin Burcuoglu, said the vote would lead to a "total rupture" of relations between the two countries. Ankara could seek to downgrade its diplomatic presence in Paris.

"When I say total rupture I include things like I can leave definitively," he told reporters.

"You can also expect that now diplomatic relations will be at the level of charges d'affaires not ambassadors anymore."

Charge d'affaires is the lowest rank of diplomatic representative recognized under the Vienna convention on diplomatic relations.

Armenia, backed by many historians and parliaments, says about 1.5 million Christian Armenians were killed in what is now eastern Turkey during World War One in a deliberate policy of genocide ordered by the Ottoman government.

The Ottoman empire was dissolved after the end of the war, but successive Turkish governments and the vast majority of Turks feel the charge of genocide is a direct insult to their nation. Ankara argues there was heavy loss of life on both sides during fighting in the area.

"This day will be written in gold not only in the history of friendship between the Armenian and French peoples, but also in the annals of the history of the protection of human rights," said Armenia's Minister of Foreign Affairs, Edward Nalbandian.

Earlier, Turkish Deputy Prime Minister Bulent Arinc told reporters at the Council of Europe in Strasbourg that Ankara would take new and permanent measures unless the bill was rejected and compared it to the Inquisition in the Middle Ages which was created by the Catholic Church to stamp out heresy.

Arinc said Turkey could take the matter to the European Court of Human Rights.

It mandates a maximum 45,000-euro ($58,000) fine and a year in jail for offenders. France passed a law recognizing the killing of Armenians as genocide in 2001.

WAVING VOTING CARDS

About 200 Franco-Turks protested outside the Senate. They waved their French voting cards and banners with slogans including: "It's not up to politicians to invent history".

The Socialist Party, which has a majority in the upper house, and Sarkozy's UMP party, which put forward the bill, backed the legislation.

A non-binding Senate recommendation last week said the law would be unconstitutional and, after weeks of aggressive Turkish lobbying, there were suggestions the outcome would be closer.

Opponents in the Senate said the law would not encourage the Turks to recognize the Armenian genocide and would do nothing to help relations between the two nations.

"It is an unbearable law which calls into question historical research," said centre-left senator Jacques Mezard.

Sarkozy is expected to ratify the bill before parliament is suspended in February ahead of the presidential election.

It could still be rejected if some 60 lawmakers agree to appeal the decision at the country's highest court and that body considers the text unconstitutional. The Constitutional Council would have one month to make its decision.

Sarkozy wrote to Turkish Prime Minister Tayyip Erdogan last week saying the bill did not single out any country and that Paris was aware of the "suffering endured by the Turkish people" during the final years of the Ottoman empire.

European Union candidate Turkey could not impose economic sanctions on France, given its World Trade Organisation membership and customs union accord with Europe.

But the row could cost France state-to-state contracts and would create diplomatic tension as Turkey takes an increasingly influential role in the Middle East.

How Much Does Political Change Cost? (ContributorNetwork)

An article on CNN.com discusses the rising costs of running for a congressional seat. A senior fellow who studies elections and campaign finance at the Brookings Institution says that the amount of spending by Congressional candidates in the 1970s would almost be considered "rounding errors" in today's high-stakes political spending sprees.

How much does it cost to get to Washington and make a change?

* In 2010 it cost the winning House of Representatives candidate an average of about $1.4 million, reports the Center for Responsive Politics.

* In 2010, according to the same source, it cost the winning Senate candidate an average of about $10 million.

* In 2010 the average national wage was $39,959.30, according to the Social Security Administration. This means that the average House winner spent 35 times the annual income of the average American full-time worker during his or her campaign. The typical Senate winner spent 250 times the annual income of the average worker.

* In 1992, according to the New York Times, incumbent House candidates spent an average of $292,949 in over the previous 21 months, an amount that had risen 27 percent from 1990. The average incumbent Senator spent $2.35 million. This means that, in nominal dollars, 2010 House candidates spent 4.78 times as much as their predecessors 18 years before, while Senate candidates spent 4.25 times as much. During the election cycle only three House candidates and two Senate candidates raised more money than the incumbents they were facing.

* In 1992 the average national wage was $22,001.92, which meant that the typical incumbent House candidate spent 13 times the annual income of the average full-time worker. The average Senate incumbent spent almost 107 times the annual income of the average worker.

* In 2008, according to the Federal Election Commission, all presidential candidates spent a total of over $1.6 billion during their respective campaigns. Republican nominee John McCain spent nearly $400 million, while Democratic nominee (and election winner) Barack Obama spent nearly $800 million. Even those who did not win their respective political party's nomination spent heavily: Republican Mitt Romney spent over $100 million and Democrat Hillary Clinton spent roughly $250 million.

* According to the FEC, presidential candidates must raise more money earlier than ever before. As of March 31, 2007, there were six candidates who had raised more than $10 million for their 2008 presidential campaigns. On March 31, 2003 there was only one candidate who had raised more than $10 million for the 2004 campaign. As of March 31, 1999 only one candidate, incumbent Democratic vice president Al Gore, had raised even $2 million. The most raised by a candidate by March 31, 1979 in anticipation of the 1980 election? $1.75 million, by Republican Phil Crane.

Union Pacific 4Q profit up 24 pct on higher prices (AP)

OMAHA, Neb. ? Union Pacific Corp.'s fourth-quarter profit jumped 24 percent as the nation's largest freight railroad operator increased prices and hauled more cargo.

CEO Jim Young said he expects the economy and the railroad's revenue will continue growing in 2012.

"Looking ahead, we expect continued slow but steady economic growth in 2012," Young said Thursday. "The diversity of our unique railroad franchise will continue to provide growth opportunities in various markets."

Union Pacific shares rose $2.36, or 2.2 percent, to close at $112.18 Thursday.

The Omaha-based railroad company said that its net income rose to $964 million, or $1.99 per share, during the last three months of 2011, up from $775 million, or $1.56 per share, a year ago.

Its revenue grew 16 percent to $5.1 billion from $4.41 billion a year ago.

Union Pacific said the carloads it carried grew about 3 percent overall during the quarter with strong growth in chemical, automotive, energy and industrial shipping. The only slight volume declines came in UP's agricultural and intermodal divisions.

Analysts surveyed by FactSet expected Union Pacific to report earnings of $1.82 per share on revenue of $5.05 billion.

Union Pacific's results offer insight into the nation's economic health because of the variety of cars, crops, chemicals, lumber and containers of imported goods the railroad carries.

Railroad officials said they expect small improvements in auto sales, housing construction and the nation's gross domestic product to help Union Pacific's profit grow in 2012. UP predicted that it will see strong growth in the petroleum products, vehicles and lumber it carries this year.

Deutsche Bank analyst Justin Yagerman said UP delivered a quality quarter with improved pricing, customer service and carload numbers.

Standard & Poor's analyst Kevin Kirkeby said Union Pacific's improved productivity in the quarter helped it boost profits above Wall Street's expectations. Kirkeby said UP's automotive and shale oil shipments are likely to remain strong this year.

Fuel costs soared 36 percent to $935 million from $687 million for Union Pacific during the fourth quarter as the price the railroad paid for diesel fuel grew to an average of $3.16 per gallon.

But Union Pacific was able to limit growth in other major costs. The railroad said compensation costs grew only 4 percent to $1.2 billion as it continued to slowly recall furloughed employees.

UP had 1,030 employees furloughed at the end of 2011 and about 600 locomotives stored. A year ago, about 1,500 employees remained furloughed, down from 4,200 at the end of 2009.

Young said the railroad industry is making progress in resolving its national labor negotiations. Ten of the 13 unions have approved contracts and two others are in the process of voting on tentative agreements. He said he hopes the industry will be able to reach agreement with the remaining union, the Brotherhood of Maintenance Way Employees, before the current cooling-off period ends Feb. 8.

"Both parties are very motivated to get a deal done," Young said in an interview with The Associated Press.

For all of 2011, Union Pacific reported net income of $3.29 billion, or $6.72 per share, up from $2.78 billion, or $5.53 per share, in 2010. Annual revenue grew 15 percent to $19.56 billion from the previous year's $16.97 billion.

Union Pacific is the nation's largest railroad with more than 32,400 miles of track in 23 states between the West, the Midwest and the Gulf coast.

(AP) ? Country singer Garth Brooks told jurors Friday that he believed he had a "done deal" to honor his late mother with a women's health center in his Oklahoma hometown, and said he still doesn't understand how he received nothing for a $500,000 gift.

Brooks is suing Integris Canadian Valley Regional Hospital in Yukon, accusing it and its president of reneging on a pledge to build the center and name it after his mother, Colleen, who died of cancer in 1999. The center was never built, and Brooks wants his money back, plus punitive damages.

In tearful testimony, Brooks said he thought he had a solid agreement with the hospital's president, James Moore. Brooks said Moore initially suggested putting his mother's name on an intensive care unit, and when Brooks said that wouldn't fit her image, Moore suggested a women's center.

"I jumped all over it," Brooks told jurors. "It's my mom. My mom was pregnant as a teenager. She had a rough start. She wanted to help every kid out there."

Brooks said he gave $500,000 to the hospital anonymously, which he said was his custom when giving to charities. The singer said he, his family and the hospital wanted to keep things quiet until a ribbon-cutting ceremony to announce the center.

He was eventually shown architectural drawings of a proposed center bearing his mother's name. "That's why I thought it was a win-win for everybody," Brooks said.

But nothing happened. The center was never build and his mother's name wasn't attached to anything.

"How this thing went wrong, I don't know," Brooks testified.

"I'm the last of six kids. I was her favorite," Brooks added. "She was my buddy. I was her biggest fan. She was a pistol. All of the parties were at her house. She was just a doll. If anybody met her, (they) would have gotten to love her."

Moore testified earlier this week that a women's center was not among the hospital's plans, though Brooks testified Friday that Moore never told him that while they were negotiating a gift.

The singer donated the money in 2005. Three years later, he exchanged emails with Moore after the hospital president wrote saying the money would be used to help fund new construction, Brooks said.

"As nicely as I can, I'm trying to give him an opportunity to say why he's spending the money and there's no women's center going up," Brooks testified.

Brooks said he sent his accountant to investigate, but that nothing came from the ongoing correspondence.

By March 2009, he'd asked the hospital to either refund his money or give it to another charity. In September 2009, Brooks sued.

"I thought this was going to be mom's chance to bring a women's center to my hometown," Brooks testified.

Brooks' accountant, Cheryl Harris, testified earlier Friday that she wasn't aware of any conditions on Brooks' donation, which was listed as a tax deduction. Asked by Integris lawyer Terry Thomas how she believed the money would be used, she said, "He didn't receive anything physical."

Key lawmaker withdraws support for Aussie gov't (AP)

CANBERRA, Australia ? Prime Minister Julia Gillard's tenuous grip on power weakened on Saturday when a key independent lawmaker withdrew his support for her minority government.

Lawmaker Andrew Wilkie announced he had ended his 17-month-old agreement with the center-left Labor Party government after Gillard broke a promise to him to introduce legislation that would create new controls on slot machines.

His defection leaves Gillard with control of 75 of the 150 seats in House of Representatives, the lower chamber where parties form governments. This means Gillard could lose power if Labor loses a single by-election and the opposition unites lawmakers outside her coalition.

"I regard the prime minister to be in breach of the written agreement she signed, leaving me no option but to honor my word and end my current relationship with her government," Wilkie told reporters.

"I'm very let down by the prime minister ... and I think a lot of Australians are feeling very let down by the prime minister," he added.

Wilkie wants legislation that would force gamblers to set a limit on how much they are prepared to lose before they start playing slot machines. The aim is to reduce the losses of gambling addicts.

Gillard announced Saturday that she does not plan to introduce the new slot machine technology until 2016 ? two years later than she had promised Wilkie.

Gillard announced a compromise plan on Saturday in which limited trials of so-called pre-commitment technology would begin next year. In addition, automatic teller machines in slot machine venues would be limited to maximum withdrawals of $250.

Gillard said Wilkie's plan would not have been endorsed by Parliament.

"We need people working together on the same page to get change, and the package of reforms we're announcing today I believe will get that support in the Parliament," Gillard told reporters.

With polls pointing to the conservative opposition winning elections due next year, there are serious doubts about whether the changes will ever take place.

Slot machine operators mounted a multimillion-dollar advertising campaign against the reforms, which they claim would cost sporting and social clubs billions of dollars in lost revenue.

Gillard managed to form a government after elections in 2010 when three independent lawmakers and a legislator from the minor Greens party agreed to support the 72 Labor lawmakers in the House of Representatives, creating a majority of 76.

Wilkie's bargaining power diminished in November last year when an opposition lawmaker agreed to become House of Representatives speaker, replacing a Labor lawmaker. Because speakers can vote only to break a tie, the change effectively gave Gillard an additional vote on most legislation and a two-seat buffer.
